Which certificate authorities can issue EAP-TLS certificates through Intune SCEP profiles, and what does each require?

All three issuers are documented by Microsoft for Intune SCEP profiles, and the device behavior is identical across them: the key is generated on the device where the profile says (TPM or software KSP on Windows; system or user keychain on macOS) and none of the three documents any verification of key attestation in this path. Choose by the issuer side. Keep AD CS through the connector and NDES where an enterprise CA is already trusted and the servers are already run. Choose Cloud PKI where the goal is no on-premises components and the estate is Intune-enrolled devices on supported platforms. Choose a third-party CA through the SCEP validation API where that CA is already in place, where NDES and the connector are unwanted, or where the same issuer must also cover Linux, servers or other endpoints Intune does not enroll.

Answer: positive · Last reviewed 2026-10-29

Who this applies to

Intune administrators choosing an issuer for Wi-Fi certificates delivered by SCEP certificate profiles on Windows and macOS.

The problem

An Intune SCEP certificate profile needs a SCEP server URL and a CA behind it, and Microsoft documents three ways to supply one. Each carries different infrastructure, licensing and limits, and none of the three changes what the device does with the key, so the choice is about the issuer side.

Decision rule

  1. Existing issuer: is there an AD CS enterprise CA the RADIUS server already trusts, a Cloud PKI subscription, or a third-party CA relationship?
  2. On-premises footprint: is a domain-joined NDES and connector server acceptable, or must the path be free of on-premises components?
  3. Platforms: which of Windows, macOS, iOS/iPadOS and Android are in scope?
  4. Trust anchor: must the issued certificates chain to an existing root?
  5. Operations: CA renewal, CRL hosting, and whether the same issuer must also serve populations outside Intune.

Options

Options and documented limits
OptionHow it worksLimitsWhen it fitsEvidence type
AD CS through the Certificate Connector for Microsoft Intune with NDESThe connector is required when the issuing CA is AD CS. It installs on the server running the NDES role, which must be domain-joined in the same forest as an enterprise CA and must not be the issuing CA itself. The Intune policy module on NDES issues only to requests that pass challenge validation. Windows and macOS Wi-Fi profiles select the SCEP profile as the EAP-TLS identity.Enterprise CA only, not standalone; NDES and the connector on a domain-joined Windows Server 2012 R2 or later with .NET 4.7.2 and TLS 1.2; for Apple platforms the template must not select Signature is proof of origin; macOS SCEP certificates renew only during the threshold phase while the device is unlocked and syncing. An existing AD CS that relying parties already trust and an operations team willing to run NDES and the connector.vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented
Microsoft Cloud PKI through its SCEP serviceCloud PKI provides a SCEP service acting as a certificate registration authority; the SCEP profile uses the issuing CA SCEP URI with the {{CloudPKIFQDN}} placeholder and a trusted certificate profile distributes the chain per platform. The validation service checks the CSR against the Intune challenge.Subscription in addition to Intune Plan 1 or 2; SCEP profiles only; Android, iOS/iPadOS, macOS and Windows devices enrolled in Intune; NDES and Cloud PKI URLs not combined in one profile; in-place renewal of eligible issuing CAs keeps the production SCEP URI.No on-premises components wanted, Intune-enrolled devices only, and either a new root or BYOCA under the existing one.vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented
A third-party CA through the Intune SCEP validation APIIntune can add third-party CAs that issue and validate certificates using SCEP; the CA validates Intune-generated SCEP passwords through the Validate Request API, after an Entra ID application delegates challenge validation rights to Intune. The connector is not required and the NDES setup is not used. In the documented example, the Entra application is granted the scep_challenge_provider permission, the SCEP profile's Root Certificate field is set to the issuing intermediate, and the Windows profile enrolls to the TPM KSP if available.Integration is partner-specific and follows the partner's instructions; Microsoft's pages fetched name no partners and list no platforms for this path; macOS key generation location is not stated. An existing or chosen third-party CA, no NDES or connector wanted, or the same issuer needed for populations outside Intune.vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented, vendor_documented

Strongest alternative

Cloud PKI came closest to a universal answer because it removes every on-premises component and covers all four Intune platforms. It is not selected outright because it is SCEP-only for Intune-enrolled devices, needs an additional subscription, and does not serve populations outside Intune, so the existing issuer and the non-Intune populations decide between the three rather than any technical superiority.

Recommended approach

When another option is the better choice

Where the only relying party is an on-premises NPS that already trusts AD CS, AD CS through the connector is the lowest-change option. Where licensing already includes Cloud PKI and nothing outside Intune needs certificates, Cloud PKI is the simplest. A third-party CA fits when it is already the issuer for other systems, or when enrollment outside Intune is required.
